Fixed a bug which denying 1Ls, and other students for whom last semester was their first semester at the school, access from the site if they had not uploaded, since fall grades have not yet been released. Access has been re-granted to all affected students.

Add access-grant button to homepage for students who upload a file, but due to server error, are not given access.
Access from this feature is provisional, but in good-faith use cases will not be revoked!

Lunch event cache refreshes more regularly now. This means that events will be more immediately up-to-date, but that users will see loading screens (very very) slightly more frequently.
